Canadian politician, ex-Royal Canadian Navy officer and former astronaut, Joseph Jean-Pierre Marc Garneau was born on February 23rd, 1949 in Quebec City, Quebec in Canada.

He went to elementary and high school at Saint-Jean-sur-Richelieu and Quebec City. Garneau started his career in the Canadian Forces Maritime Command after receiving his bachelor of science in engineering physics from the Royal Military College of Canada in 1970.

He graduated with a Ph.D. in electrical engineering in 1973 from London, England’s Imperial College of Science and Technology. The Perception of Face Pictures was the title of his dissertation. He utilized the Photofit analog computer to distinguish between face characteristics.

On board the HMCS Algonquin in 1974, Garneau worked as a navy combat systems engineer. He attended the Canadian Forces Command and Staff College in Toronto from 1982 to 1983.

In 1983, he was relocated to Ottawa after being elevated to the rank of commander while still there. He received a captain’s promotion in January 1986. (N). In 1989, Garneau left the Canadian Army.

Since winning the 2008 federal election by a margin of over 9,000 votes, Garneau has been the Parliament (MP) representative for the Montreal ridings of Notre-Dame-de-Grâce Westmount and its predecessor Westmount Ville-Marie.

Garneau declared his candidacy for the position of Liberal Party leader, to be determined in April 2013, on November 28, 2012. Garneau publicly dropped his candidacy for party leadership on March 13, 2013.

Garneau was named the 29th Canadian Minister of Transport on November 4, 2015. On January 12, 2021, he was appointed Minister of Foreign Affairs following a cabinet shift.

In order to compete for the Liberal Party of Canada in the 2006 federal election in the Vaudreuil—Soulanges riding, which was then held by Meili Faille of the Bloc Québécois, Garneau resigned as the head of the Canadian Space Agency.

In the 2006 contest for the leadership of the Liberal Party, Garneau declared his support for Michael Ignatieff, the presumptive front-runner who ultimately lost to Stéphane Dion.

As former Liberal Party deputy leader Lucienne Robillard said she would not run for re-election, Garneau submitted his paperwork to be the party’s candidate in Westmount—Ville-Marie in May 2007.

In the 2011 election, Garneau narrowly defeated Joanne Corbeil of the New Democratic Party to win reelection. He held the positions of Liberal House Leader and Liberal Foreign Affairs Critic.

Garneau was appointed as his party’s natural resources critic on November 21, 2012, following David McGuinty’s resignation. Garneau declared his candidacy for the Liberal Party’s leadership on November 28, 2012, with a strong emphasis on the economy.

Garneau rejected Joyce Murray’s suggestion to work with the Green Party or the New Democratic Party to defeat the Conservative Party in the upcoming election during the press conference when he announced his candidacy.

Ted Hsu succeeded Garneau as the natural resources critic on January 30, 2013. Garneau had been filling the job temporarily. In March 2017, Garneau and other cabinet members welcomed John F. Kelly, the US Secretary of Homeland Security.

Garneau was re-elected as a member of parliament in the newly constituted riding of Notre-Dame-de-Grâce—Westmount in the 2015 elections, which were conducted on October 19, 2015.

To regulate how customers can be treated by airlines that operate any flights into or out of Canada, Garneau announced an airline passenger bill of rights in May 2017.

Following the accident of Ethiopian Airlines Flight 302, Garneau initially refused to take any action for days before ultimately agreeing to halt and ban all Boeing 737 Max aircraft from operating in Canadian airspace in March 2019.

After Navdeep Bains’ departure as minister of innovation, research, and industry on January 12, 2021, Prime Minister Justin Trudeau reshuffled the Cabinet, with Garneau taking over as Minister of Foreign Affairs.

Garneau made the announcement that he will leave politics and relinquish his seat on March 8, 2023. The following day, he delivered his farewell address in the House of Commons.
