Barton was one of a number of prominent business figures in Canada who counseled the prime minister on the modernization and expansion of the public sector of the nation.

Beginning in 2017, Barton presided over the Advisory Council on Economic Growth, a prestigious committee of the Canadian federal government. After being freed from Chinese prison on September 24, 2021, Kovrig and Spavor flew with Barton to Anchorage, Calgary, and Toronto.
